Easy to use CM Solution for sharing and visualisation of the crisis management information. Faciliates comminication even in multilingual cross-organisational ad-hoc setups

EMT faciliates seamless exchange of information for stakeholders in the management. Information is presented to the EMT users in the most suitable and comfortable way, taking into account their background and role in the . This is accomplished by a user domain tailored message representation. Each user can see the same data in its usual working environment, e.g. using their specific icons, colours, and textual representation.

EMT provides a multi-user web  interface that can be configured to present crises relevant information to users in their own language and using the users' domain specific textual representation, text-colours, icons, map features, etc., while filtering out information that is of no concern to them. Information that is typically shared through EMT includes the number, type, location and status of available resources, sensor values, hazard areas, alerts, commands sent and fulfilled and situation reports. Also references to external data like photos or map layers can be handled.

EMT users can enter information into the system in their own language. This information is translated on the fly and shared with other users. Translation relies on predefined "message templates"  consisting of predefined text that can be translated but also variables that users can enter on the fly and that are forwarded "as is"  to other users.

Some advantages as compared to state of the art COP systems:

  • Accessed using a web browser and requires no local installation.
  • User/Task-specific GUI configurations simplify usage and eliminate the for extended .
  • Efficient management of a crisis, even in ad-hoc multi-organisational and multilingual settings.
  • Local installations can be provided and configured to exchange information with other EMT instances if needed for redundancy and to overcome internet outages.

Supported Use Cases

Control and monitor Resources

The EMT has the to display the actors involved in the situation on a map. The position of certain vehicles or rescue units can be shown on different layers. The EMT can specify areas where any action would be necessary and send commands to a certain user or a , the Information gathered would then be sent back to the where it can be visualized.

For example, it could mark the area of an incident and send a command to CrowdTasker, to gather additional Information like the extend of the damage, or to take pictures of the area.

Deliver warnings from sensors and other sources

Sensor data or data from other sources (for example seismic data) can be fed into the EMT, it will be visualized as a Message and/or as graphs for example to display the changing water levels in case of a flooding. The optional limit checker can be used which would send warnings if certain data is outside of a specified limit, for example if the flooding levels at a certain sensor exceed that limit.

Manage Situational Reporting

A for the EMT was tested in the QuinJunSAT project (http://quinjunsat.info/about/), where the damage of an Earthquake was investigated. The Aim was to combine High resolution satellite images with crowdsourced information to get a complete picture of the area. The Pre- and Post- satellite images where used to mark affected areas in the EMT where requests to the CrowdTasker were sent for further investigation. The responses from CrowdTasker (Reports, Pictures) were then displayed in the EMT.

  • Display earthquake data (Epicenter, magnitude) on the map
  • Other Solution compares high resolution SAT-Images (Pre- and Post disaster), results are sent to EMT
  • Display potential disaster areas on map (Sat-images can also be shown for reference)
  • Mark areas for first investigations, send requests to another solution (geoBingAn)
  • Show responses (Reports, Pictures) in EMT
  • Mark areas for further investigation, send requests to CrowdTasker
  • Display CrowdTasker results (Report, Pictures) in EMT
  • Mark area on map, get statistics for this area

Semantic on-the fly translation

The EMT can be configured to visualize the contents differently for different user types. For example, the information can be shown in French to one set of users and in German to another, e.g. to facilitate the cross-border coordination of the work.

Also, the command templates can be pre-defined to allow on the fly command translation during the . E.g. the “Evacuate {N} victims from {place 1} to {place 2}.” command can be pre-defined and translated with {N}, {place 1} and {place 2} indicating the placeholders to be filled in by the users.

In addition, the presentation of the data (e.g. colors, icons) and even the level of details shown can be adopted to the needs of the target users. E.g. different ambulance types could be shown to the medical first responders, while just one ambulance icon would be presented to the fireman.
