MDA C4I system allows for efficient, real time response to tasks on the field (e.g. people in need for medical assistance), by allocating the site, allocating the resources needed and available, tasking the resources and following up the acomplishment.

This can be achieved for large number of incidents simultaniousely and for large number of resources to the same task, grouping them if needed. The systems recieves and disseminates information to dedicated apps both used by the general public as well as by the team members and volunteers.

Supported Use Cases

UC-01: Navigation instructions to the incident location

Formal UC definition: As a field team leader dispatched to an incident from an organization, I want to receive navigation instructions to the location of the incident, on a map and with voice instructions, so that I can arrive at the scene as fast as possible, considering real-time traffic.

MDA Command and Control system allows the units' team leaders to receive navigation instructions to the incident location on a map, considering a real-time traffic influence. If the operations dispatch officer adds information about blocked or dangerous roads the routing instructions will not pass through this risky or blocked area.

UC-02: Receive accurate location of the incident

Formal UC definition: As an dispatch officer from an organization, I want to accurately locate the incident, based on geo-localization information coming from GPS data from smartphones, or if connectivity is not available based on GMS, so that I can have the most precise location, especially when the incident takes place not in an urban setting, in locations where it is difficult to verbally describe the location.

MDA Command and Control system allows the bystanders calling the emergency line to send their location rapidly and accurately, using their mobile device, even without internet connectivity available where they are. This is especially important in situations where it is difficult to describe the exact location of the incident, e.g. in forests, desert, nature resorts etc.

UC-03: Share information from the field

Formal UC definition: As a field team leader dispatched to an incident from an organization, I want to share pictures, short video clips and information from the devices I am using, so that I can send it to the operations center for them to have a better understanding of the incident, or send it to a professional for consulting (e.g. send ECG to the Cardiologist at the hospital).

MDA Command and Control system allows the units' team leaders to provide the emergency dispatch officers with real-time information from the incident. This information can be in the form of voice, pictures, smartphone video clips, and dashboard cameras live stream video and help the emergency dispatch officers in decision making. In addition, the team leader can send pictures and output from medical devices for consultation with medical dispatch or specific departments at the hospital, to support his or her decision making, and to alert the hospital for what they should expect.

UC-04: Information from the incident location

Formal UC definition: As an  dispatch officer from an organization I want to receive information from the incident location, before and after the emergency units arrive at the scene, so that I can have better real-time information supporting my decisions, coming from bystanders, first responders, and emergency units, in the form of voice, pictures, smartphone video clips, and dashboard cameras live stream video.

MDA Command and Control system allows the bystanders, first responders, and emergency units to provide the emergency dispatch officers with real-time information from the incident. This information can be in the form of the voice, pictures, smartphone video clips, and dashboard cameras live stream video and help the emergency dispatch officers in decision making.

UC-05 Activation of first responders

Formal UC definition: As an  dispatch officer from an   organization, I want to dispatch nearby first responders, so that they can arrive at the incident before the emergency units will, respond and report back to the operations center.

MDA Command and Control system allows the emergency dispatch officers to dispatch nearby first responders to the incident. Since these first responders are already near the incident, this shortens the time between the incident occurrence and the arrival of (some form of) help. Depending on the situation, the first responders can e.g. provide a detailed incident report clarifying the urgency of the case, and start the first help procedures.
