Following solutions could be addressing this gap.

In all types of exercises, not only FSX, the target audience uses various means of communication. Even in the case of TTX or CPS, where certain organizations and / or modules are simulated, the evaluators to have a clear overview of the exchanges of correspondence or even live communication through walkie-talkies, with these simulated entities or between the different layers of participants.

The communication channels must be clearly established from the beginning of the exercise, for e.g. E-mail and a mobile app, and the evaluators must have access to them.
