Motivation

To collect as much as possible information (metadata) describing the circumstances of the observation. This approach is in accordance with commonly used the evidence-based methodology, helping to draw more credible conclusions. The excessive registered information may be omitted during analysis, but unregistered information cannot be easily retrieved.

Potential Solutions

If possible, the metadata should be automatically collected during the exercise along with the collection of the observations like. The metadata should provide information when the observation was made - time stamp, where it was made – geospatial location, how it looked like – a photo or video sequence of the event or fact.

 

Example: If exercise is divided into stages, and after each stage there is debriefing (hot washups) with all the information collected and stored in central database you can make changes before each stage. Through this process of monitoring, the exercise programme should ensure improvements are identified from the lessons learned and implemented to ensure the programme achieves established objectives.
