XVR On Scene provides 3D virtual reality simulation of an incident scene. Instructors can build any type of incident to educate, train or assess operational and tactical first responders and incident commanders, either individually or in teams.

The XVR On Scene module is perfect to train operational and tactical level (bronze and silver) emergency responders. XVR On Scene provides the trainee with an interactive and immersive 3D view of the incident . The scenario is completely adaptable to your local situation. Instructors and scenario builders can choose from a large variety of environments (such as city centres, industrial areas, rural terrains, critical infrastructure and so on) and place a vast amount of objects in there from the >4000 objects XVR library. In this way, you can build any type of incident and the different ways in how this incident could evolve based on the actions and decisions by the participants.

XVR On Scene is a powerful tool to help trainees understand procedures by experience, lets them acquire practical knowledge in a relatively short time frame, practice decision-making skills, and have them experience situations that rarely occur in real life while in a safe environment. Over and over.

XVR On Scene is used in classroom settings,in individual training or assessments and in team-exercises. It can be projected on large monitors and on VR head-mounted-displays.

The classroom set-up is used for triggering a group discussion about a virtual scenario. Discussions can focus on incident approach, carrying out the first reconnaissance or making the first deployment decisions.

With the individual set-up, the participant is immersed in a virtual scenario while the instructor can adjust the scenario based on the participant's decisions. This set-up is excellent for individual training or assessment of a certain skill set. 

The team set-up allows you to train multiple participants in mono- or multidisciplinary exercises. One or more instructors can be in charge of the learning objectives and role-playing. Team training exercises are well suited to train communication and reporting skills.

Supported Use Cases

XVR On Scene in Education and Training

XVR On Scene can be used in several settings to provide (group) education and training. During education, information and knowledge is provided by the instructor to participants. For instance, to explain a standard operating procedure which is new to the participants. During training, the participants need to apply this (new) knowledge. For instance, they have to provide the correct commands in the correct order to the correct resources to execute that standard operating procedure.

The following settings are available for use of XVR On Scene in education and training:

  • Self-led education and e-learning, by using pre-recorded videos or by using interactive scenarios with question pop-ups. 
  • Classroom setting, in which 1 instructor explains the content to a group of participants/trainees.
  • VR-supported experience of incident scenes and evolutions, in which 1 instructor explains a group of participants (all wearing VR eead-mounted-displays) the evolutions of a dynamic incident scene (for instance a flash-over, backdraft or security procedures in a high-risk location)
  • Individual training of 1 participants, while other participants observe
  • Team trainng of several participants (and some others observing)

In most training programs and curricula, these methods are combined.

XVR On Scene in individual training

During individual training, XVR On Scene is used by 1 instructor or 1 instructor + 1 operator to train 1 participant.

A incident is prepared in advance, containing the start situation of the incident (i.e. when the participant starts to respond to the incident) and different ways on how this incident could evolve.

During the training session, the participant is presented with the (dynamic) state of the incident. Information from persons at the scene and the crew under command of the participant is role-played by the instructor or operator. The instructor and operator control how the incident evolves, based on the actions and decisions (not) taken by the participant. They can furthermore improvise based on the participant's reactions and based on the capability and personal learning objectives of that participant.

XVR On Scene in individual Assessments

During assessments, XVR On Scene is used by 1 instructor/assessor + 1 operator to assess 1 participant. These sessions are often referred to as assessments, examinations or certifications.

An assessment is conducted much alike a training session. The main difference is that where trainnig is aimed at building and increasing capabilities, assessments are aimed at assessing the current incident command capabilities of the participant.

For assessments, an incident is prepared in advance, containing the start situation of the incident (i.e. when the participant starts to respond to the incident) and different ways how this incident could evolve.

During the assessment, the participant is presented with the (dynamic) state of the incident. Information from persons at the scene and the crew under command of the participant is role-played by the operator. The assessor marks the performance of the participant (for instance on a standardized performance checklist) and determines with the operator how the incident evolves. This evolution is based on the actions and decisions (not) taken by the participant and the challenges the assessor wants to present to the participant.

XVR On Scene in team training

An XVR team training is set-up like an individual training session, but with multiple participants. During a team training, XVR On Scene is used by several participants and several instructors and operators. Most common is to have X participants, at least 1 instructor up to an instructor for every participant, and 1 or more operators.

A incident is prepared in advance, containing the start situation of the incident (i.e. when the participants start to respond to the incident) and different ways on how this incident could evolve.

During the training session, the participants are presented with the (dynamic) state of the incident. Information from persons at the scene and the crew under command of the participants are role-played by the instructors and operators. The instructors and operators control how the incident evolves, based on the actions and decisions (not) taken by the participants. They can furthermore improvise based on the participant's reactions and based on the capability and personal learning objectives of the participants.

XVR On Scene in large-scale exercises

In large-scale exercises, usually multiple command levels participate. XVR On Scene is often used in such exercises in combination with other exercise tools, such as XVR Crisis Media, XVR Resource Management and operational crisis management systems. The use of these fsupporting tools differs per command level. For instance, the bronze level commanders (operational/tactical level) use XVR On Scene as in team-training setting. Higher command levels use a combination of XVR On Scene views, logistical information of XVR Resource management and ability to acquiere and send information via XVR Crisis Media.

The set-up of such an exercise is alike an XVR team training, but in this case with even more participants. Most common is to have X participants, multiple instructors up to one instructor for every participant, and a facilitative staff of multiple operators and role-players.

A detailed handbook, step-wise wincident timeline and one or more XVR scenarios are prepared in advance. These define the start situation of the incident and several story-lines on how this incident could evolve.

During the exercise, the participants are presented with the (dynamic) state of the incident. Information from persons at the scene, the resources and non-participating organisations are role-played by the instructors and role-players. The instructors decide how the incident evolves, based on the actions and decisions (not) taken by the participants. The operators make these changes happen in XVR. They can improvise based on the participant's reactions their (personal) learning objectives and the challenges the instructors want them to face.

XVR On Scene is in use by the French civil protection school Valabre and was used during 2 in the DRIVER+ project. The CESIR simulation centre in Valabre was used to provide all Trial participants with an XVR On Scene view on the wildfire incident. This incident evolved based on the Trial and the actions and decisions taken by the participants.

From 8 to 11 October 2018, a large-scale NATO exercise was held in Serbia. The exercise, which involved around 2000 participants from 40 NATO countries, made active use of the XVR Platform to visualise the .

The incident command training team of the Austrian Red Cross - Styria (ÖRK Steiermark) has been using XVR since several years to train incident commanders of several Styrian emergency services. They have also used XVR in international exercises. ÖRK Steiermark is listed as XVR Centre of Excellence.
