The Copernicus Emergency Management Service (Copernicus EMS) provides all actors involved in the management of natural disasters, man-made emergency situations, and humanitarian crises with timely and accurate geo-spatial information derived from satellit

The Copernicus Emergency Management Service (Copernicus EMS) provides all actors involved in the management of natural disasters, man-made emergency situations, and humanitarian crises with timely and accurate geo-spatial information derived from satellite remote sensing and completed by available in situ or open data sources.

The Copernicus EMS consists of two components:

  1. a mapping component;
  2. an early warning component.

The mapping component of the service (Copernicus EMS - Mapping) has a worldwide coverage and provides the above-mentioned actors (mainly Civil Protection Authorities and Humanitarian Aid Agencies) with maps based on satellite imagery. The service has been fully operational since 1st April 2012 and it is implemented by the European Commission DG Joint Research Centre (JRC).

The products generated by the service can be used as supplied (e.g. as digital or printed map outputs). They may also be combined with other data sources (e.g. as digital feature sets in a geographic information system) to support geospatial analysis and decision making processes of emergency managers.

Copernicus EMS - Mapping can support all phases of the emergency management cycle: preparedness, prevention, disaster reduction, emergency response and recovery.

The early warning component of the Copernicus EMS consists of three different systems:

Global Flood Awareness System (GloFAS), Global Wildfire Information System (GWIS) and Global Drought Observatory (GDO) complete the previous three above systems at global level.

The service is provided free of charge to all users either in rush mode, for emergency management activities which require immediate response (read more) and or non-rush mode, to support emergency disaster management activities not related to immediate responseanalysing pre-disaster risk assessment and population and asset vulnerability or post-disaster recovery and reconstruction (read more).  It can be activated only by designated authorised users.

The Copernicus EMS - Mapping addresses, with worldwide coverage, a wide range of emergency situations resulting from natural or man-made disasters. Satellite imagery is used as the main datasource.

Flood Awareness System

The European and Global Flood Awareness Systems (EFAS & GloFAS) provide complementary flood forecast information to relevant stakeholders supporting flood management at national, regional and global level.

The forecasts are derived using in-situ and satellite data as well as hydro-meteorological models and aim at facilitating users with a wide range of added value (medium-range lead time, probabilistic, river basin wide, flash flood indicators etc.) flood forecast products.

The European Forest Fire Information System (EFFIS) monitors forest fire activity in near-real time and in Europe, Middle East and North Africa and supports wildfire management at national and regional scales.

At the global scale, the JRC leads the development of the Group on Earth Observations (GEO) Global Initiative for the development of a Global Wildfire Information System (GWIS), supported by EU Copernicus and NASA programs.
