Motivation
An evaluator needs to know why participants do certain things and whether they follow their own procedures, which are different from those of the evaluator's country, or whether they have no procedures but improvise.
Potential Solutions
Following solutions could be addressing this gap.
To be able to evaluate the performance of the participants, the evaluator has to be aware of how participants usually work, how they fit into the whole scenario, and the whole operation. The standard operation procedures should be shared, the evaluator has to have understanding of systems and capabilities.
