The tool consists of a set of key performance indicators and performance measures (‘capability criteria’) against which organizations can assess themselves or be externally assessed. Indicators span the 4Rs and are organized in a framework based on the National CDEM Strategy. There are six main sections - four based on the four goals of the National CDEM Strategy, and two 'enabler' sections.

The CDEM Capability Assessment Tool is a self-assessment tool for any organization involved in civil defense emergency management to assess its capability to manage emergencies.
The assessment tool is a set of nationally consistent performance indicators and measures. Its structure is based on the National CDEM Strategy, and essentially covers the '4Rs' of emergency management (reduction, readiness, response and recovery
) as well as issues of governance, management, administration, and organizational resilience.

When a civil defense emergency has recently occurred in a country the CDEM Capability Assessment Tool can be useful for gathering feedback whether the goals of

  • increasing community awareness, understanding, preparedness and participation in CDEM
  • reducing the risks from hazards
  • enhancing the country’s capability to manage civil defense emergencies and
  • enhancing the country’s capability to recover from civil defense emergencies

have been reached or if there is still room for improvement.
