Following solutions could be addressing this gap.
There are many cases where the number of evaluators it is not dimensioned / sized correctly in order to cover all major events / injects every time they occur. Furthermore, in could be the case that not all the evaluators poses the precise professional expertise to evaluate the participants.
If the evaluating staff would have before the start of the exercise the exact time table and locations of all events / injects then they would be able to cover them correctly, taking into consideration the specialization of each evaluator, resting periods, etc.
