The essential factors of an event such as security and rescue forces, affected civilians, the terrain, weather conditions and other entities are mapped as simulation elements. All emergency forces can be displayed aggregated or down to the single unit level and the user can modify their parameters as the unfolds. Logistical considerations, such as fuel consumption and supply, repair and medical care of injured, are influenced by the response capability of the simulated emergency forces. The exercise staff has full control of a simulation run / exercise, including but not limited to pause and run faster than real-time, add events, change efficiency of forces, etc.
In a typical GESI-based exercise setup, emergency managers are operating in their operational environment with no direct interaction with GESI. Response orders issued by the emergency managers are simulated within CAE GESI. Emergency managers are then able to see the impact of their decisions within the simulation environment. Data is captured to evaluate the success or failure of decisions. Emergency plans can then be adjusted to address any resource gaps and areas of improvement.
CAE’s GESI allows to simulate and to train for a wide range of possible disasters, such as natural and manmade disasters, acts of terror, epidemics and pandemics and other crisis scenarios. The system offers a spectrum of threat scenarios for emergency management professionals to plan, test and train their strategies.
CAE’s GESI can be used for training of command personnel (civil, military or combined as CIMIC) as well as for exercises to efficiently and realistically train and prepare for any scenario in the scope of crisis management. The simulation environment allows its users to be prepared for very complex scenarios requiring close cooperation of local, governmental and international organizations.
Besides training, CAE GESI allows emergency managers to plan and analyze any type of scenario. The simulation environment allows the user to simulate any imaginable emergency scenario to perform analysis of potential threats on critical infrastructures, evaluate the deployment of forces and means, identify security gaps, define counter measures, check and optimize emergency plans.
Supported Use Cases
Training of decision makers, crisis managers and their staff
Evaluate emergency plans
Portfolio of Solutions web site has been initially developed in the scope of DRIVER+ project. Today, the service is managed by AIT Austrian Institute of Technology GmbH., for the benefit of the European Crisis Management. PoS is endorsed and supported by the Disaster Competence Network Austria (DCNA) as well as by the STAMINA and TeamAware H2020 projects. |
