Evacuation and Repatriation Management Platform (EMP)

Evacuation and Repatriation Management Platform aims to offer a comprehensive international management specialized in cross-border evacuations & repatriations providing an ideal balance of proactive and reactive tools and extend the reach of a government beyond its borders to help provide assistance to citizens in - wherever the crisis might occur. This comprehensive ICT will enable managers to secure a timely and organized repatriation of civilians from crisis areas overseas, minimize financial costs, reduce the time and positively impact crisis management.

The challenge:

In times of (natural disasters, civil unrest, violent conflicts etc), people living overseas must be evacuated, or relocated from crisis areas and repatriated at their home country. Evacuations are a lifesaving measure of civilians and persons of concern (non-combatants) facing an immediate threat of harm. If poorly organized and implemented can create separate protection risks and even loss of life. Governments or Organizations to better train, prepare and collaborate in order to successfully conduct such Evacuation Operations ensuring people's safety and security. At present, traditional methods used during exercises and even real operations are out-dated and not practical, increasing time, complexity and exposure of civilians to danger.

Our solution:

The EMP project is an innovative and unique software solution, which will create a secure, multi-user, web-based platform that helps the safe evacuation and repatriation of civilians from crisis areas. EMP aims to improve collaborative response, planning and for non-combatant evacuation operations (NEO) and repatriations. The project addresses the lack of on-line capabilities and insufficient links between authorities and agencies when it comes to cross-border multi-national evacuation, relocation and repatriation management.

Outcome:

EMP will provide a real-time overview of people in crisis areas, those evacuated at a temporary safe location and those who have been repatriated. Will enable participants to communicate, manage and share transportation resources and exploit all available assets, reducing the evacuation time and minimizing costs. Overview information shall be graphically represented on a situation map enhancing and sharing the common operational picture. The platform will optimize the coordination and maximize the utilization of all available means of transportation deem necessary for the operation. Using a graphical presentation of evacuation data and having an overall situational , will establish a common operational picture in a multi-user environment. Being accessible from any device having an internet connection and a web browser installed will make it even easier for anyone to use it and also enable responsible authorities and agencies to train on-line, prepare before a crisis and perform a collaborative crisis response at any time. Additionally, personnel will be better prepared to act efficiently and effectively at a local, national and international level and at the same time affected citizens will communicate directly with the authorities and receive live notifications on their smartphones.

REPATRIATION - CONSULAR ASSISTANCE

In early 2020 the world experienced an unprecedented due to the outbreak of coronavirus pandemic that left thousands of citizens stranded overseas. To limit the spread of the virus, countries all over the world closed their borders and imposed travel restrictions and as a result, airlines reduced or canceled their flights. At the same time, universities, hotels, and businesses shut down. This situation left citizens - tourists, employees and students - trapped in foreign countries unable to return to their homes.

This calamity forced Management Centers around the world to launch repatriation operations aiming to protect their Citizens and to fulfill their Duty of Care. In this context, an unprecedented collaboration effort among governments, airline companies, and travel agencies initiated to conduct the most massive repatriation of all times. A fast-changing environment like this required to obtain updated information and to share them with all actors involved. Governments had to mobilize and cooperate with local actors (ministries, airports, hotels, travel agencies, the civil defense, police, etc.) and international authorities (European Union, other governments, airline or shipping companies, etc.) that were involved at the repatriation efforts. At the same time, they had to communicate flight routes and directions to their group of citizens at different locations.

These operations mobilized a significant number of assets to rescue a multi-national number of people and transport them to a safe place. Thus, a mechanism for centralized management of the assets used for their transfer (especially those chartered by governments) and the sharing of each country transportation plans would be much more beneficial. At the same time, saving resources and reducing administrative burden would be achieved, leading to faster and organized repatriation.

Loss of confidence in the government’s ability and willingness to safeguard citizens can shift the public narrative and may even compel policymakers to alter strategic direction.

This increase of people’s mobility and the world instability has raised the demands for tracking & protecting citizens overseas in time of , either are expats, travelers or employees. Non-combatant evacuation operations (NEOs) from threatened areas overseas are therefore an important strategic matter, particularly in today’s world of viral videos and globalized travel.

NEO Ex. ARGONAUT 2019

EMP HERACLIS first prototype was used in a LAN environment, during the annual multi-national Non-combatant Evacuation Operation (NEO) exercise, which was led by the Republic of Cyprus in May 2019. 16 nations – plus representatives from the EU – took part in the challenging scenario of the evacuation of 20.000 civilians from a country in the Middle-East.

The , which has become a regional flagship event, aims to test the capabilities of multiple Nations to work together should a NEO be required.

The application, even in this premature stage, managed to establish a common operational picture (COP) for the participants, making them to appreciate the functionalities of the platform and to perceive which can be the added value of having an instrument which allows preparedness to such particularly critical situations.

It was concluded that the system was found to be superior to existing approaches and with further development it could evolve into a highly valuable .
